GENERAL DESCRIPTIONThe Bankruptcy and Collections Division is the centralized collection authority for the State, charged with the responsibility to recover all debts, judgments, taxes, fees, fines, penalties, loans, and other obligations referred to the agency for collection. Division attorneys also represent and protect the States monetary, regulatory, and policy interests in bankruptcy cases as they may appear.
The Bankruptcy Collections Division seeks an investigator with exceptionally strong investigative and collection skills. The Investigator will review complex to highly complex referrals from client agencies such as the Texas Comptroller of Public Accounts, the Texas Railroad Commission, the Texas Department of Licensing and Regulation, among others, and will make attempts to collect the amounts due from responsible parties pursuant to the referral. The Investigator will also be tasked with identifying additional responsible individuals for collection action. The Investigator will also be required to organize and report on their collection efforts to their supervisor and, when appropriate, recommend initiation of a lawsuit to collect on a referral in a clear, organized, and detailed manner.
This position is not for a criminal investigator.

ESSENTIAL POSITION FUNCTIONS
Investigator IV:
Investigates debts owed to the State of Texas by interviewing and developing contacts, leads, and other sources to gather facts to develop cases; conducts skip-tracing, asset research, and financial examinations.
Collects debts through a variety of methods including negotiating agreements with debtors, using financial information obtained through investigations.
Prepares a wide variety of documents including, but not limited to, repayment agreements, financial records, official correspondence, and investigative reports, detailed recommendations for lawsuits, executions, garnishments, and receiverships.
Acts as a resource assistant by assisting attorneys with technical and /or procedural questions.
Provides technical guidance to less tenured investigators, assisting in training on investigative techniques, and assisting with clarification and development of division-related policies.
May examine and investigate the business activities of entities to ensure compliance with statutory standards and regulations.
Reviews investigative techniques and recommends improvements as appropriate.
Investigator V: All the above functions for an Investigator IV plus:
Develop investigative techniques and/or policies and procedures for conducting investigations.
Review and research the legal aspects of investigations and recommend action as appropriate.
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Qualifications: MINIMUM QUALIFICATIONSInvestigator IV:
Education: Bachelor's degree from an accredited college or university; experience in the following(or closely related) fields may be substituted for the required education on a year-for-year basis:
Experience: Two years of full-time experience working in the following (or closely related) fields: accounting, auditing, banking, collections, compliance monitoring, investigations
Knowledge of investigative techniques and procedures
Knowledge of litigation processes and procedures
Skill in handling multiple tasks, prioritizing, and meeting deadlines
Skill in effective oral and written communication
Skill in exercising sound judgment and effective decision making
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG work space within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%
Investigator V: All the above qualifications for an Investigator IV plus:
Experience: One additional year of full-time experience working in the following (or closely related) fields: accounting, auditing, banking, collections, compliance monitoring, investigations
PREFERRED QUALIFICATIONS
Education: Graduation from an accredited four-year college or university with a bachelors degree
Experience: Tax, accounting, or legal
Knowledge: Prior state government experience
Skills: Skip-tracing, negotiating
Abilities: Analyze research, summarize succinctly, small or large group presentations
Other Language: Ability to proficiently read, write, and speak Spanish, Chinese, Vietnamese, Arabic, etc.
